Install postgresql-8.4.1-1 on windows

Please don't select "default" in locale when you are using no-English version windows, or you will the following error

> Problem running post-install step. Installation may not complete correctly
> Error reading file D:/Program/POSTGRESQL/8.4/data/postgresql.conf

You can select "C", other than "default"
